What is the difference between stopping and parking?

The StVO makes it short: If you leave your vehicle or stop for more than three minutes, you park. These are two separate triggers — and the first is constantly underestimated. As soon as you get out, you park, even if you come back after ten seconds and the engine has started running. The three-minute clock only matters as long as you stay in the car.

The difference is not a quibble, but rather decides which ban applies. In the restricted parking zone (sign 286), you can stand for up to three minutes, but you cannot park. In the absolute no-parking zone (sign 283), you are not allowed to do either. And where stopping is prohibited, parking is automatically prohibited - the reverse conclusion never applies.

By the way, waiting due to traffic is not a stop at all. There is no three-minute clock running at a red light or in a traffic jam. Only your voluntary decision to stop turns it into a stop within the meaning of the StVO.

Where is stopping prohibited?

Section 12 Paragraph 1 StVO names exactly five places where you are not allowed to stand even for a short time. They all have the same reason: either you're blocking others' view, or you're blocking something that needs to be left free.

Where is parking prohibited?

You can stop briefly in these places, but don't stop. The list is in Section 12 Paragraph 3 StVO.

What distances do you have to keep when parking?

A few numbers cover almost all exam questions and almost all tickets. It's worth actually knowing because you can't look them up on the side of the road.

It is also important where the rule comes from. The 5 and 8 meters are in Section 12 of the StVO. The 15 meters at the bus stop and the St. Andrew's Cross distances are not there, but at the traffic signs in Appendix 2 - so they only apply where the sign actually stands.

How do you set the parking disc correctly?

Where there is sign 314 with the additional symbol parking disc, you need the blue disc according to the official model - and you have to set it correctly. This is the most common avoidable warning of all.

The rule in the wording of the law: The hand must be set to the line of the half hour following the time of stopping. So always round up, never round down. Arrival at 4:05 p.m. means 4:30 p.m., arrival at 4:31 p.m. means 5:00 p.m. What matters is the moment of stopping, not the moment of leaving.

The disc must be easy to read from the outside and correspond to the official pattern: blue and white, 11 cm wide and 15 cm high. A significantly smaller pane has already been treated as inadmissible by the courts. And it may not be reset while parking: coming back, turning again and leaving again is treated as if you hadn't put out a window at all.

• Digital parking discs are permitted if they are officially approved. They must adjust themselves when parking, then remain standing and display the arrival time in a clearly legible manner. Models that simply run along are not permitted.
• If the parking meter or machine is broken, you use the parking disc and stick to the maximum parking time.§ 13 paragraph 1 StVO

• A parking app replaces the parking ticket, not the parking disc. Where the disc is required, it must be located.

Are you allowed to park on the sidewalk in Düsseldorf?

No - at least not because everyone does it. Sidewalks belong to pedestrian traffic. Parking is only permitted where it is expressly permitted: by sign 315 or by a parking area marking. If both are missing, half-parking is also a violation.

Where sidewalk parking is permitted, additional rules apply. Sign 315 only applies to vehicles with a maximum permissible mass of up to 2.8 t, and you must comply with the installation method shown on the sign. You can use the right-hand sidewalk, and on one-way streets you can also use the left one. You are not allowed to stand over manhole covers and there must be enough remaining width for foot traffic.

If you park on a street where everyone has been half standing on the curb for years, that's not proof that it's allowed - usually just that no one has checked yet.

What applies to disabled parking spaces and e-charging spaces?

Both are special parking spaces: signposted with sign 314 or 315 plus an additional sign, and the additional sign says who is allowed to stand there. Everyone else is not allowed to do it - not even briefly, not even with hazard lights.

In a disabled parking space you need the blue EU parking permit, clearly legible behind the windshield. It is only issued for certain symptoms, namely exceptional walking impairment, bilateral amelia or phocomelia, comparable functional limitations and for blind people. A severely disabled permit alone is not enough - and the orange parking permit, which is available for other cases, expressly does not authorize parking in designated disabled parking spaces. The ID is personal: It applies to the authorized person, not to their car and not to relatives who are running errands.

It's worth taking a closer look at the sign at e-charging locations. The additional symbol 1010-66 reserves space for electrically powered vehicles - nothing more. The obligation to actually load only arises when the additional symbol expressly mentions the charging process. If there is a time limit, you can prove it with the parking disc.

Why is the fire department access the most expensive meter in the city?

Stopping is prohibited in front of and in officially marked fire department access roads, not just parking. That's why towing occurs without much warning: access is needed at the exact moment your car is in the way.

A common misconception: that a sign only counts if it looks official. The Federal Administrative Court made it clear in March 2024 that the labeling does not have to indicate that it was officially initiated. A sign installed by a private company is sufficient as long as there is an official order behind it - in this case the driver bears the towing costs.

How does resident parking work in Düsseldorf?

The city is setting up resident parking areas in densely built-up neighborhoods. Düsseldorf has 44 of them, each with its own letter code — A for the Altstadt, R for Unterbilk, N for Friedrichstadt and so on. Map and street directory are available on duesseldorf.de.

Düsseldorf uses a mixed parking policy: residents with ID can park there for free and without a time limit, while everyone else pays a parking ticket or uses the two-hour parking disc. The ID doesn't guarantee you a free space, just permission to stand there.

You will receive the ID if you are officially registered in the relevant area and the vehicle is registered to you - or if you present a certificate of use from the owner. It is issued by the residents' registration office, not by the traffic management office. You can do it online via the city's service portal: log in, pay, print out at home, valid immediately. In the citizens' office only with an appointment, not by telephone at all.

• One year: €25 online, €30 at the citizens’ office.
• Two years: €50 online, €55 at the citizens' office.
• License plate change: €12.50, only in person.
• One ID card per person and vehicle; In justified cases, two license plates can be entered.

How much does parking cost in Düsseldorf city center?

The city is divided into fee zones. The closer to the old town and Kö, the more expensive the hour and the longer the fee time - this is intentional so that the limited spaces are not occupied by a car all day. The amounts are in the parking fee regulations and have been unchanged since April 1, 2023.

Billing is done in twelve-minute increments. In zones Ia and Ib, one step costs €0.90, which is €4.50 per hour. In Zone II, which corresponds to the low emission zone, it is €0.60 per twelve minutes or €3.00 per hour. In the rest of the city, Zone III, you pay €0.40 per twelve minutes, i.e. €2.00 per hour.

The fee times differ: Zone Ia on weekdays from 9 a.m. to 10 p.m., Zone Ib and II on weekdays from 9 a.m. to 8 p.m., Zone III on weekdays from 9 a.m. to 6 p.m. Parking is free on Sundays and public holidays - with one exception, the historic center of Kaiserswerth, where parking is charged daily from 7 a.m. to 8 p.m.

The city determines the maximum time you are allowed to stand for each machine. This information is on the fare plate on the machine and nowhere else — read it before you go.

• You can pay at the machine or via the app. Exactly three providers are approved in Düsseldorf: EasyPark, PayByPhone and Parkster.
• When using the app, you start and stop the process yourself. If you forget to stop, billing continues.
• The city does not offer payment via QR code at machines. Sticky QR codes lead to fake pages - do not scan.
• The parking ticket should be clearly legible behind the windshield. When folded over on the dashboard it is considered not to be present.

Where can you park cheaply in Düsseldorf?

At the park and ride facilities. Düsseldorf and its neighboring municipalities operate 35 of them together, 19 in the city area and 16 in the surrounding area, each directly connected to the subway, S-Bahn or light rail. The parking itself is free of charge; You need a valid local transport ticket to continue your journey.

For appointments in the city center, this is almost always the cheapest and often the fastest option because there is no need to look for a parking space in traffic jams. Well connected are, among other things, the Südpark directly on the A46, the trade fair, Rath, Staufenplatz and the S-Bahn stations Benrath, Eller and Garath.

Pay attention to each facility’s terms of use — they may vary. For longer stays in the middle of the city, a parking garage is the quieter choice: no searching, no chasing after the machine, no risk of missing the process.

Is there still an environmental footprint in Düsseldorf?

No. The three Düsseldorf environmental lanes on Merowingerstrasse, Prinz-Georg-Strasse and the train from Werstener via Witzelstrasse and Corneliusstrasse were abolished on March 1, 2021. They were replaced by environmentally controlled traffic light programs, a speed limit of 30 km/h on Merowingerstrasse and priority signaling for buses. No new environmental track has been established since then.

This does not change the fact that special lanes continue to exist and are taboo for stationary traffic. Parking is prohibited in a bus lane, a bicycle lane or a protective lane - they are driving space, not parking space.

You should know the difference between the two cycle lanes: The cycle lane is separated by a solid line and is not allowed to be used by car. The protective strip is only marked with dashed lines and can be crossed if necessary - but you have not been allowed to stop there since April 2020.

How much does wrong parking cost?

Violations in stationary traffic are punished uniformly nationwide using the catalog of fines. The amounts mentioned here apply since the amendment of November 9, 2021. They are staggered according to four questions: Have you disabled someone? How long did you stand? Did you endanger someone? Has something been damaged?

The gradient is striking. The classic distance violations according to Section 12 Paragraph 3 StVO - too close to the intersection, in front of an entrance, in front of a curb drop - are the cheapest items in the entire catalog at €10. It gets expensive where you block a signposted area that someone else needs: sidewalk, bike path, bus stop, disabled parking space, fire department access. These positions all start at €55.

A point in Flensburg is not added for basic violations, but only for qualified variants - and when parking on sidewalks and cycle paths, this includes simply exceeding an hour. This surprises many people.
